PATIENT CARD NUMBERING PROPOSAL Q&A

1.) Q: Is there a way to Certify or Credential the EMPI in your proposal?
A: We will be doing this as we sign up new EMPIs once VUHID begins production activity. We have not yet decided on a mechanism to do this and would be interested in Liberty Alliance’s thoughts about how to do this on a basis that can scale internationally.

2.) Q: Can a person only get a VUHID through an EMPI?
A: Yes. VUHID relies on six EMPI capabilities in order to make our approach feasible. 1) register a person into an HIE, 2) perform demographic matching, 3) perform identifier cross-mapping, 4) authenticate the role/identity of someone requesting clinical information, 5) perform ‘record locator’ functions and 6) establish local policies about what information can be shared external to the HIE by a valid external healthcare provider.

3.) Q: How will the cards be distributed to the VUHID member? Via Direct mail or EMPI or Physician office or print from web portal?
A: Undecided but most likely the latter.

4.) Q: Do you have a proposal for card activation like activating a bank card?
A: No, this would need to be supported by each HIE in its own operations and policy. This is not something VUHID can mandate.

5.) Q: This proposal seems to be similar to the Record Locator Service proposals. How is it different?
A: See answer to 2. Record Locater Services are one of the HIE functions that an HIE/EMPI must agree to perform.

6.) Q: John and Pete do you think we could post Q&A on the wiki so everyone can share the info?
A: This sounds like a great idea.
