LIBERTY EHEALTH SIG CHARTER Group: Cross organizational, vertically focused DATE: SEPTEMBER 17, 2007 1. Description and Goals

The EHealth SIG discussion of Internet-based eHealth as a whole, creating a forum for industry recommendations and action 

1. Generate best practice guidelines/suggestions/technical recommendations to feed into appropriate Liberty Alliance expert groups and other interested community bodies 2. Collaborate with industry leaders and organizations to generate a taxonomy for defining Federated Identity and Web Services in eHealth and application of Liberty (current and potential futures) to consumers, health care organizations and other health care stakeholders. • Define opportunities in deploying appropriate technical and policy solutions to foster endorsement and adoption of Federated Identity Management and Webservices in eHealth including adoption of a Personal Health Record (PHR) owned and controlled by individual consumers and patients and available on the web. • Serve as a community body for discussion and increased awareness of solutions (existing and potential) for Federated Identity Management and Webservices in eHealth. 1. Serve as experts on eHealth and Federated Identity Management and Webservices with clearly articulated messages 2. Provide education to businesses and the people they serve regarding eHealth (both members and non-members) 3. Foster understanding of necessary technical and policy infrastructure which will support successful adoption of Liberty Standards for global and local health information exchange. 4. Establish and drive understanding and endorsement of advanced federation technology, and policy such as People Service and advanced clients to supportin home care devices and global information services.

2. Scope The EHealth SIG is chartered to: • Provide subject matter expertise with respect to eHealth and methods that lead to adoption of Federated Identity Management and Webservices in eHealth. • Become a forum for eHealth-specific discussions of interest to the public community • Where appropriate, take part in the identification and planning of eHealth industry events

3. Criteria for Success • Sufficient participation from interested community experts, including Liberty members and non-members • Strong information sharing on eHealth topics across the group • Regular meetings (phone and/or physical) to facilitate group communication, experience sharing and guidance 4. Duration The EHealth SIG is chartered by the Liberty Management Board. It may be amended from time to time.

Resource Requirements The SIG requires the following support from the Liberty organization: • Mail lists established, with archives, on the public pages with a dedicated wiki • Globally available conference call facilities, with a dedicated conference call number which all participants can access • Ability to delegate tasks to appointed Program Management office including, but not limited to, management of the mail lists, registration/retirement of participants, and arranging of conference call facilities for external and internal use Active member participants in the SIG are expected to: • Actively participate and drive the e-mail discussions, teleconferences, and identity eHealth events. • Collaborate and provide eHealth expertise to other Liberty entities as requested. 5. SIG meetings The EHealth SIG will primarily communicate using the e-mailing lists and conference calls. A SIG open mailing list and wiki will be created. 6. Memberships Membership in the EHealth SIG is open to the general public.

The eHealth SIG discusses privacy of networked health records as a whole, creating a forum for industry recommendations and action

  1. Generate best practice guidelines/suggestions/technical recommendations to feed into appropriate Liberty Alliance expert groups and other interested community bodies
  2. Collaborate with industry leaders and organizations to generate a taxonomy for defining Federated Identity and Web Services in eHealth and application of Liberty (current and potential futures) to consumers, health care organizations and other health care stakeholders.
  • Define opportunities in deploying appropriate technical and policy solutions to foster endorsement and adoption of Federated Identity Management and Web services in eHealth including adoption of a Legal Health Record (LHR) owned and controlled by individual consumers and patients and available on the web.
  • Serve as a community body for discussion and increased awareness of solutions (existing and potential) for Federated Identity Management and Webservices in eHealth.
  1. Serve as experts on eHealth and Federated Identity Management and Webservices with clearly articulated messages
  2. Provide education to businesses and the people they serve regarding eHealth (both members and non-members)
  3. Foster understanding of necessary technical and policy infrastructure which will support successful adoption of Liberty Standards by registries and health information aggregators on a regional, national and global scale.
  4. Establish and drive understanding and endorsement of advanced federation technological and policy oriented such as People Serviced and advanced clients supporting home care devices and global information services.

  • Become a forum for health privacy-specific discussions of interest to the public community
  • Where appropriate, take part in the identification and planning of eHealth industry events

  • Regular meetings (phone and/or physical) to facilitate group communication, experience sharing and guidance
