Liberty Strong Authentication SIG Charter

1. Description and Goals
The Strong Authentication SIG is responsible for:

  • Driving discussion of interoperability of multiple authentication mechanisms in Federated and/or Web services and/or stand-alone digital identity architectures/environments
  • Creating, maintaining and contributing to a public wiki that will grow as a repository for all things strong authentication, and systems analyses of existing SA solutions with regard to interoperability
  • Serving as a focal point for discussion of strong authentication (e.g., corporate remote access, wireless LAN access, online banking, etc.), and feeding back into TEG as necessary to recommend enhancements to Liberty’s Federation and/or Web Services Frameworks


2. Scope
The Strong Authentication SIG is chartered to:

  • Provide Liberty with subject matter expertise with respect to strong authentication
  • Serve as the expert source of knowledge and systems analysis and design in SA on the topic and practice of SA – unifying all the broad and disconnected work in the SA space to one authority
  • Provide an information sharing and feedback forum for Associate/Affiliate members as well as non-members with an interest in strong authentication, and to communicate core findings of the SIG to the relevant Liberty Alliance organizational entities (Expert/Services Groups, Management Board, Liberty staff)
  • Encourage the development of meaningful interoperability standards for SA that remain applicable to the market while pushing the technology and standards envelope
  • Collect and classify use cases and lessons learned on the use of specific system components and services necessary to a successful SA interoperability deployment; for example, provisioning, assurance strength/level, SA business agreements, systems management, privacy issues, and regulatory compliance.
  • Coordinate with other SIGs, most notably ID-THEFT, eHealth, and eGov, to provide expert and timely knowledge and counsel on the state of the art in SA as applicable to those interest groups worldwide.
  • Where appropriate, take part in the identification, planning, execution and follow-up of relevant industry events
  • Where appropriate, work with marketing to plan and execute Liberty internal and external Web casts
  • Work with marketing to contribute to messaging for external communications, such as collateral materials and contributed articles
  • Provide Liberty with spokespersons on strong authentication-related topics related to the Liberty agenda


3. Criteria for Success

  • Sufficient participation from both Sponsor and Associate/Affiliate members as well as interested non-members
  • Improved information sharing on strong authentication topics throughout Liberty Alliance
  • Visible involvement of Associate/Affiliate membership as well as non members in the generation of Liberty deliverables (collateral, specifications, etc.)


4. Duration
The Strong Authentication SIG is chartered by the Liberty Management Board for two years. This charter will expire on October 31, 2009.

5. Resource Requirements
The SIG requires the following support from the Liberty organization:

  • Mail lists established, with archives, on the All Members pages
  • Globally available conference call facilities, with dedicated conference call number with all participant access
  • Ability to delegate tasks to appointed Program Management office including, but not limited to, management of mail lists, registration/retirement of participants, arrangement of conference call facilities for external and internal use
  • Support from Program Management, other Liberty staff, and external contractors for content creation, maintenance, publication and distribution of SIG materials. Support for PR activities, analyst relations, developer activities and events management
  • Support from Liberty Management to co-ordinate cross-organizational activities


Active member participants in the SIG are expected to:

  • Drive and actively participate in e-mail discussions, teleconferences, and related events.
  • Collaborate and provide expertise to other Liberty entities as requested.


6. SIG meetings
The Strong Authentication SIG will primarily communicate using the e-mailing lists, and conference calls. A SIG Web page will be created. Face-to-Face meetings will be held from time to time as determined by the SIG Chair in consultation with Liberty management.

7. Memberships
Membership of Strong Authentication SIG requires active participation of at least three (3) Liberty Sponsor member organizations. All members are invited to participate in all communication and activities.
