HITSP-related discussions:
1. Discussion of the upcoming HITSP meetings and how we plan to cover them, as requested by Brett McDowell, Executive Director of Liberty.
2. Rick Moore, President of eHealth Ohio, who has been monitoring the HITSP calls. Rick will report on current HITSP efforts, and how our group can plug in.
Need to focus in several areas including:
1. Engaging standards bodies, specifically the AHIC Successor, HITSP and the NHIN project to introduce and educate them on the Liberty standards so they can be incorporated into their standards development efforts.
2. Working with the RHIOs and HIEs to help develop a Liberty profile that could be used within healthcare, but that could also interoperate with the other industries that Liberty is working with.
We’ve had interest in our HIM SIG work from RHIOs and HIE in: SE Michigan, eHealth Ohio, CORHIO (Colorado), CHIC (Minnesota) and CALRHIO (California) and others.
The group discussed Brett McDowell and John Fraser’s call with the Markle Foundation and their Connecting For Health recommendations. Markle is very interested in taking the Connecting for Health recommendations and moving them into implementation efforts; including development of “Checklists” for RHIOs and other organizations.
We discussed how the AHIC Successor should be engaged to discuss that perhaps their tactical decisions (in the form of Use Cases) are getting in the way of more strategic services like identity assurance and identity management which Liberty provides. Deb Lasky thought it may be useful to send an appropriate letter to the right people at AHIC and HITSP to articulate these concerns.
We have three clear paths to be pursued in parallel including identifying IOP profiles in the industry (recruit and collect use cases).
Action: Brett will send an email to the HIM SIG mail list with a recommendation outlining three parallel solutions from a Liberty perspective.
From an international interoperability vision we need to identify solutions. Helen would be willing to help Brett craft a recommendation to the HIM SIG re: working with AHIG successor, HITSP, etc…for LAP interoperability capability. We are designing an implementable profile that other organizations could adopt.
Action: Rick and Helen will work together to send out an invitation to the list for the HIMMS roundtable session featuring HITSP on Aug. 21.
HIMMS falls into the Liberty focus cleanly (deployment guidance from the demand side). The Markle Foundation relationship will fall into a bigger strategic relationship. Brett pointed out that in 2004 NHIN RFI, LAP, Markle & HIMMS began to all work together. HIMMS recently published their final work which attracted the interest of LAP. We need to identify whether or not it is worthwhile to work together and with whom for the next phase (to show how specific solutions would meet needs). The value to LAP is that the collective of contributors included organizations such as Google & Microsoft as well as others in the healthcare space thus allowing LAP to reach communities with whom it does not currently have connections. We need to identify solid recommendations on how to take things further (increase level of assurance for identities). We may want to reach out to EHR vendors association.
John Merke may be able to help guide LAP; Mick Talle would be helpful as well. How do we bring medical banking into the identity assurance discussion? Sun has many resources.

Emergency Dept. Identity assurance issues: </b> Right now we are going through a ranking of standards; how ranking is done and how decisions are made.
Action: Rick will send out call details for HITSP meetings/calls.
Discussion has been going back and forth about when PAS discussions will begin (may begin at the Chicago meeting in September).
