EGovSIG
The eGov SIG is NOT open to public participation although guest may attend meetings on special invitation. Interested parties may submit inquiries via the the Liberty Alliance contact form.
How is the eGov SIG different from other SIGs? Unlike other SIGs, the eGov SIG is not completely open to public participation. However, this SIG will invite or is open to hear particpation requests on a case by case basis from non-participating organizations.
What is the rationale behind the eGov SIG participation rules? In the process of developing and sharing government focused use cases, it may be necessary for eGov SIG reps to share various issues related to national or international security policies, or to share some thinking around a future architectural design which has not been consulted on or agreed by that government. If taken out of context, these discussions could be misconstrued as the actual policy or direction of that government, rather than simply - the personal views of one representative sharing some thoughts.

1. Description and Goals
The eGovernment Special Interest Group (eGov SIG) will be responsible for
- Facilitating collaboration and discussion among Liberty members with an interest in eGovernment identity management applications and services
- Acting as a forum to discuss best practices by government organizations on national, regional and municipal levels.
- Present “a government view” into other Liberty Groups so that these views may be taken into account in the development of policy and specifications.
To accomplish this goal the eGov SIG shall
- Provide Liberty with subject matter expertise on government-related requirements, challenges for potential work areas
- Provide an information sharing and feedback forum for all Liberty members with an interest in eGovernment, and to communicate core findings and concerns of the SIG to the relevant Liberty Alliance organizational entities (Expert/Services Groups, Management Board, Liberty staff)
- Where appropriate, take part in the identification, planning, execution and follow-up of Government-focused industry events
- Where appropriate, recommend liaison relationships for Liberty that will further adoption and deployment of Liberty solutions
- To provide Liberty with spokespersons on eGovernment-related topics related to the Liberty agenda.
- Share solutions and/or technical approaches to avoid ‘reinventing the wheel’ and to drive adoption of standards-based identity management mechanisms in government on a global basis
Specific Objectives and/or Deliverables of the eGov Special Interest Group shall include:
1. Continue to develop an operational checklist for the federation and trust aspects of deployments of Liberty specifications
2. Work in concert with other Liberty groups on further refinement of the Legal Frameworks and Deployment Guidelines
3. Document eGov Use Cases requiring federation – Identify common characteristics and differences, obstacles and opportunities. Map use cases to existing (or where applicable new) profiles in SAMLv2.0 and ID-WSF.
- Identify and agree a common set of identity attributes that need to be profiled across governments
- Liability issues between Identity Providers and Identity Brokers surrounding public/private circles of trust, as feedback from implementations occur.
- Document eGov PKI/Digital signature/electronic signature use cases to be used in online transaction - identify common characteristics and differences, obstacles and opportunities. Agree a “liberty position” on the above to forward to TEG/PPEG/BMEG.

Members to:
- Contribute use cases, documents and comment on others
- Participate on calls, in email, at face to face events
- Edit and draft documents
Liberty Alliance Personnel to:
- Facilitate call, email threads, events
- Provide communication and publishing resources in open (e.g. wiki) and closed (e.g. mailing list) “modes” as agreed by the eGov SIG.
- Provide and maintain high level links and communication channels with other open standards bodies and consortiums.
3. Dependancies
Internal
- Adequate participation levels to achieve quorum or representative views or positions
- Admin and network/infrastructure support for the eGov SIG
- Adequate marcomms support for the SIG
- Appetite of the Expert Groups to take on eGov SIG work items onto their own agendas, refine and vote the work out.
External
- Continuing and increasing awareness of Liberty as a credible and value-adding consortium in the open standards space
- Continuing and increasing awareness of Liberty as more than just a specification and conformance body, but one that develops policy
- Continuing and increasing product support for Liberty specifications and the conformance program.
5. SIG meetings
Communication is conducted through email and telephone conference calls. Face-to-face meetings will take place in coordination with the routine Liberty Alliance plenary meetings and if necessary, additional face-to-face meetings will be called by the chair and organized independently. Members will incur their own costs to attend these meetings.
6. Memberships
Membership in the eGovernment SIG is open to participants of the Liberty Alliance and on a case by case basis members of the general public.

This SIG shall operate under Liberty Alliance Confidential as the default classification for all electronic, telephonic and in-person meetings and materials unless otherwise specified by a member at the time of disclosure. This group shall not publish its mailing list archives for review by the public. This group shall maintain an open wiki for review by the public.
